The state has had below-average rainfall for three straight years. Gov. Jerry Brown declared a State of Emergency in January of this year. The National Oceanic and Atmospheric Administration (NOAA) lowered the chance of El Niño quenching the Northern Hemisphere this fall and winter to 65%.
